Oklahoma City, OK — As the second session of the 60th Oklahoma Legislature gets underway, Elk City’s own Rep. Nick Archer has introduced House Bill 3175, a measure aimed at positioning Oklahoma for growth in advanced nuclear energy.

The bill would set up a new Oklahoma Advanced Nuclear Energy Office within the governor’s office. The office would be tasked with developing statewide strategies for advanced nuclear projects and attracting investment in advanced nuclear reactors and related technologies. It would serve as a central point of contact for industry, government and regulators.

Under the proposal, the office would:

• Lead strategic planning and public outreach for nuclear energy development.

• Work with higher education and industry to grow nuclear energy jobs and technology.

• Identify regulatory issues and offer guidance to businesses navigating the permitting process.

• Help Oklahoma compete for federal research projects and broader energy development.

HB 3175 also creates the Oklahoma Advanced Nuclear Development Revolving Fund, designed to award reimbursement-based grants to help cover planning, licensing, environmental studies and other early development work for advanced nuclear projects. Grant amounts and eligibility requirements would be set by rule.

The bill prohibits requiring a project to be in any particular location and includes measures to ensure transparency and oversight of grants and planning activities. If passed, the act would go into effect Nov. 1, 2026.

Archer said the office would help Oklahoma build jobs and energy security while preparing the state to attract future federal research and nuclear technology development opportunities.

The 2nd Session of the 60th Legislature begins Monday.
